BY-LAWS & GENERAL RULES
Revised 2008


ARTICLE I - NAME

The name of the organization shall be the CHARTIERS VALLEY CHURCH SOFTBALL LEAGUE, herein referred to as CVCSL.

ARTICLE II - PURPOSE

The purpose of the CVCSL shall be to bring glory to God, promote Christian fellowship and to serve as an outreach program for its member organizations.

ARTICLE III - ADMINISTRATION

Section 1          There shall be a Board of Representatives herein referred to as the Board, comprised of one (1) representative from each participating team.  Said representative will be elected to the Board by each team according to its own procedure prior to January 1st of each year.

Section 2        There shall be three (3) officers - Chairman, Secretary and Treasurer (ranked in that order) - who shall be elected annually by a majority vote of the Board.  Said officers may or may not be members of the Board.  Eligibility to serve as an officer accrues after two (2) years membership in CVCSL.
A.        There will be established an Alternative Officer to be used in the event that the elected officers are required to rule on a matter that directly involves and affects their own team.  This position will be filled by the most immediate past chairman or will be appointed by the board.

Section 3        The nomination/election and appointment procedure shall be as follows:
A.        Offices will be nominated and elected one at a time in ranked order.  Unsuccessful candidates for one office may be nominated/elected for another office.

B.        If there is a tie vote for Chairman, the current officers shall cast the tie-breaking vote.

C.        If there is a tie vote for any other office, the newly elected Chairman shall cast the tie-breaking vote.

D.        If a vacancy occurs in any office other than Chairman, the Chairman shall appoint a replacement to serve the remainder of the term.

E.        If a vacancy should occur in the office of the Chairman, the Secretary will assume the Chair and appoint a new Secretary to serve the remainder of the term.

Section 4        The Board of Representatives and Officers will serve a term of one year, October through September.  There is no restriction on re-election/re-appointment to consecutive terms.

Section 5        In general, all CVCSL matters will be decided by a majority vote of those members of the Board present.  In the event of a tie vote, the Chairman on behalf of the officers shall cast the vote that represents the majority opinion of the officers.

Section 6        During the season, inclusive of the play-offs, the officers, by majority vote, will decide all matters not specifically covered by these By-laws.




ARTICLE IV - DUTIES OF OFFICERS

The officers shall be responsible for calling and conducting meetings, scheduling games (and
make-up games), making the assignments to the various committees and enforcing the rules and
regulations (including the By-Laws) of CVCSL.

The Chairman shall preside at meetings and shall administer all affairs of CVCSL in accordance
with these By-Laws.

The Secretary shall:
1.        Manage the correspondence of CVCSL and see that game statistics are regularly and accurately maintained.
2.        Record minutes of all meetings and disseminate copies in a timely manner to all officers and members of the Board.
3.        Preside at meetings in the absence of the Chairman.


The Treasurer shall:
1.   Administer the financial affairs of CVCSL and ensure that all monies are directed
solely to the operation of CVCSL.
2.        Provide an annual accounting of all funds received and disbursed.
3.        Preside at meetings in the absence of the Chairman and Secretary.

ARTICLE V - COMMITTEES

There may be Committees created for Equipment, Fields, Rules, Picnic and Finance at the discretion of the officers and the Board to facilitate the smooth operation of CVCSL.  In the absence of these committees the officers will perform or assign these duties.

Other committees may be established from time to time at the discretion of the officers or the will of the Board.

ARTICLE VI - ENTRY FEES

Entry fees shall be established annually by the Treasurer and the Board based on the projected cost of operations.  All fees will be due at the March regularly scheduled meeting prior to the start of the season.  Games played prior to submitting the complete entry fee and any levied fines will be forfeited and the team will be fined accordingly.

ARTICLE VII - MEETINGS

Section 1        Regular meetings shall be held on the third Thursday of each month except during the season or at such other time as may be stipulated by the Chairman.

Section 2        Special meetings may be called by the Chairman or upon the request of a majority of the Board.

Section 3        Each team must have a representative in attendance at all meetings.  Failure to do so will result in a fine.

Section 4        A quorum consisting of a majority of the Board will be required to conduct any meeting.  If there is no quorum, all teams not in attendance will be fined.

Section 5         In the absence of a quorum, the officers may conduct such business as is necessary to maintain the smooth operation of CVCSL.

Section 6        Unless otherwise specifically provided herein, the most recent revision of Roberts Rules of Order shall govern the proceedings of all meetings.





Section 7        The order of business at CVSCL meetings shall be as follows at the discretion of the Chairman or designated officer.
(1)        Call to order with prayer
(2)        Reading of the minutes if applicable
(3)        Communications and correspondence
(4)        Treasurer's report
(5)        Old business
(6)        New business
(7)        For the good of CVCSL

ARTICLE VIII - MEMBERSHIP

        
Membership in CVCSL is granted on the basis of a majority vote of the Board of Representatives

ARTICLE IX - ELIGIBILITY

Section 1        Eligibility is restricted to the following persons.
(1)        Church members, their spouses and their children if at least 16 years old.
(2)        Bona fide prospective members approved by the Board for single season eligibility.
(3)        Grandfathered members of the league of long standing who are approved by the Board.  Grandfather status is only granted to players in good standing whose team drops out of CVCSL.  Players granted grandfather status may join only other team.  If a church has two teams, the player granted grandfather status may join and must remain with only one team from that church.  Grandfathered members must meet on-going participation levels as determined by the Board.
(4)        Non-members and exceptions approved by the Board for single season eligibility.

Section 2        Members must be at 16 years of age prior to the start of the season. 

Section 3        A prospective member will have a lifetime eligibility of one (1) season or any part thereof.

Section 4        A person may play for only the one team on whose roster they are listed.  The only exception is a minister or priest who may play for any or all teams from his church during the regular season, but is limited to one during the play-offs.

Section 5        Members, grandfathered members, spouses and children must play in at least one-third of the regular season games to be eligible for post-season play.

Section 6        Prospective members and non-members must play in at least one-third of the regular season games to be eligible for post-season play.

Section 7        In the event of a forfeit, the forfeiting team will be fined and none of its players will receive credit for play-off eligibility.  All roster players of the team who receives the forfeit will receive credit for play-off eligibility.


ARTICLE X - ROSTERS

Section 1        A complete roster of all players, signed by a Minister or Priest, must be submitted to the league Secretary at the March meeting.  Games played prior to submitting the roster will be forfeited and the team will be fined accordingly.

Section 2        The roster must indicate whether a player is a member (M), spouse (S), child (C), prospective member (P), grandfather (G), non-member (NM) or approved exception (E).

Section 3        No player may be added to the roster, except church members, after the first league game without the approval of the Board.  Church members may be added at any time during the season but the officers must be informed and the roster must be amended.  Post-season rules are still in effect for approved additions.

Section 4        Each team is permitted one (1) non-member per season, each team is limited to two (2) bona fide prospective members per season, prospective members must become a member of the church prior to the following season for continued eligibility and may not play for another team as a prospective member.

ARTICLE XI - RULES OF PLAY

The rules of play will be governed by the National Softball Association (NSA) Rule Book with the
 following exceptions:
1.        Each game will begin with a prayer led by a member of the home team.
2.        Every player attending the game must play at least three (3) innings.
3.        Starters must play three (3) innings before being removed.
4.        Starters may re-enter the game after being out three (3) innings.
5.        Games will be nine (9) innings and each batter will begin with a 1 ball, 1 strike count.  Pitchers will get 5 warm up pitches in the first inning and an infield ball may be used for warm up.  From the second inning on, the pitcher gets 1 warm up pitch and there will be no infield ball.
6.        There will be a twelve (12) RUN RULE in effect after seven (7) innings.  The home team gets to bat. 
7.        A player who enters a game in the 6th or 7th inning that is called due to the twelve run rule will be deemed to have played his three (3) innings.
8.        There will be no smoking inside the fence.
9.        There will be NO ALCOHOLIC BEVERAGES permitted in the PARK (Bridgeville Borough rule) during any game and there will be absolutely no drinking by players prior to a game.  A player drinking before a game will not be permitted to play.  If the drinking is brought to the attention of an officer or the umpire, and that player plays in the game, it will result in a forfeit and could lead to the suspension of the player in question.
10.        Metal or metal tip spikes are not permitted.
11.        Courtesy runners will be allowed at any time.  A player who wants a courtesy runner must stop at first base, no matter where the ball is hit with the exception of a ground rule double (bouncing over the fence) or a home run.  The courtesy runner will be the last player to make an out.  If it is the first inning or the player making the last out is batting or on base, the last person in the lineup will be the courtesy runner.  If a batter declares he wants a courtesy runner, he is required to use a courtesy runner for the rest of that game
12.        Only the manager shall be allowed to question the decision of an umpire.
13.        A team must have at least eight (8) players to start a game.  Fewer than eight (8) will result in a forfeit.
14.        If a team has fewer than eight (8) players, there is a 15-minute grace period for the first game only.  There is no grace period for later games.  Once a team has 8 players, the game must start.  A team can add a 9th and 10th player whenever the player arrives.  If there is free time between games it should be divided between the two teams.  If there is less than 15 minutes, there will be no on-field warm-up
15.        If a team plays with eight (8) players, the opposing team will provide a catcher, but will not cover the plate for a play at home.  If a ninth player shows up, the opposing team will not supply a catcher.
16.        A team may bat as many players as it chooses, but all must play in the field at least three (3) innings (see rule 2), except a designated hitter.
17.        A team may utilize a DH only as designated before the start of the game.  The DH must play at least five (5) innings.
18.        CVCSL uses the "one up" home run rule.  If a home run is hit over the fence by a team, that team CANNOT hit another home run until the other team hits one.  Any subsequent ball hit out of the park will be a ground rule single.  Base runners will advance one base.  Inside the park home runs are not included.  If a fielder inadvertently hits a batted ball over the fence in fair territory, a "4" base award will be awarded to the batter and no home run will be counted.  In the bottom of the ninth inning or latter innings, the home team may hit one home run to pull even in the number of home runs as the opposing team, but may not hit a home run to go one up.  Any additional home runs will be scored as a single with the base runners advancing one base.
19.        A batter is allowed one foul ball during an at bat.  A second foul ball during an at bat will result in an out.

20.        Any ball hitting the trees in foul territory is a "foul ball", out of play, dead ball.  It is a strike foul.
21.        Players MUST SLIDE AND/OR AVOID CONTACT on all close plays at 2nd, 3rd or home.  If the fielder with the ball is blocking the base path, the runner should run in front of or behind him.
22.        Any protest of a game must be submitted in writing to an officer or a member of the Rules Committee within 48 hours.
23.        Ejection from a game for any cause carries an automatic one game suspension for the next game.  Each incident will be reviewed by the officers or Rules Committee and additional action may be taken against either the individual or the team or both.  Ejection from a second game for any cause in the same season will carry an automatic two game suspension for the next two games.  Ejection from a third game for any cause in the same season will carry an automatic suspension for the remainder of the season.
24.        No profanity will be tolerated and will be grounds for ejection from the game.  The umpire will issue a warning; a second incidence will be cause for ejection from the game.  Using the "F" word will be an immediate ejection.
25.        No taunting of any type will be permitted.  At the request of either manager, the umpire will issue a warning.  A second incidence will be cause for ejection from the game.
26.        No fighting will be tolerated.  Any person (s) fighting will be ejected immediately and additional action may be taken by the officers up to and including a lifetime ban as voted on by the Broad.
27.        The use of any bat designated by the ASA or NSA as non-approved according to the latest lists is prohibited.  In addition, all
Mikens are banned by CVCSL.  The umpire will check the bats before the start of each game and inform the manager of any illegal bats.  If an illegal bat is used during a game, that at bat will be an out.  If a second incidence occurs, again that at bat will be an out and the player will be ejected.  In addition, CVCSL will also use the following:  ASA - the bat must bear the ASA approved 2000 or later certificate mark.  NSA - all bats must be stamped with a BPA or 1.2 or less symbol.  Any bat which cannot be identified by markings on the bat as an approved bat shall be considered illegal. 
28.        The home team's manager will report the game score to the Chairman by phone or e-mail.
29.        Each team will submit a line up card at the end of each game designating which players participated in the game.  If a manager fails to submit a line card, no participation will be credited for post-season play.
30.        CVSCL will use the major league baseball rule for rainouts during the regular season and playoffs.
31.  Temporary ground rule for the absence of the outfield fence.
Because Bridgeville Borough has taken down the outfield fence, the board has passed the following ground rules for: 
a.        Any ball rolling up or landing on the hill in right field and right center to the right of the telephone pole in center field is a ground rule double. 
b.        Any ball rolling or landing in the "open area" to the left of the telephone pole (including the shed) in center and left center field to the remaining fence in left field is a live ball and all you can get whether the ball hits the trees or not.

c.        If a fair ball is hit over the existing fence in left field, it is a home run and the one-up home run rule is still in effect.
32.        CVCSL will use a double first base and follow NSA rulesIf the first play is at first base, either from the infield or outfield, a batter/runner will be called out for touching the inside base.  If the play is elsewhere, the inside base may be tagged in a continuation or possible continuation toward second (2nd) base.  The batter/runner running toward first (1st) base may cross over to the inside bag to avoid a collision if a wild throw occurs.  The fielder may tag the outside of the bag to record the out in this situation.  This is only permissible on the initial play at first base.  The inside bag will be used by the batter/runner/runner if attempting to get back to first (1st) base.  If a batter/runner on the first play at first base touches "ANY" part of the outside bag, the runner is considered to have touched the bag legally.  If the runner touches "ANY" part of inside bag in a continuation or possible continuation to 2nd base, the runner is considered to have touched the bag legally.
 



ARTICLE XII - VIOLATIONS OF LEAGUE RULES

Any violation of the rules of CVCSL by a player, after review by the officers or Rules Committee, may result in the suspension or expulsion of that individual.  Any violation of the rules of CVCSL by a team must be acted upon by the Board.   The team involved may speak but may not take part in the vote.

ARTICLE XIII - FINES

Section 1        Fines are assessed as follows:
(1)        Missing a league meeting - 20.00
(2)        Forfeiting a game - $30.00 (if both teams forfeit, the fine shall be split between them).

Section 2        Other fines may be assessed for individual or team misconduct by a majority vote
of the Board.

Section 3        No team may participate in the play-offs unless all outstanding fines are paid.

ARTICLE XIV - POST SEASON PLAY-OFFS

Section 1        All teams are eligible for post-season play and seeded according to their regular season records.

Section 2        The tournament will be double elimination using a standard ASA/NSA bracket.  Teams finishing the regular
                season in 7th, 8th, 9th and 10th places will play one game with the winners advancing into the
                tournament.  The 7th place team will host the 10th place team and the 8th place team will host the 9th
                place team with the winners advancing into the double elimination tournament.  The higher seeded
                winning team will play the 2nd seeded team and the lower seeded  winning team will playing the 1st
                seeded team in the first round of the double elimination tournament.


Section 3        The regular season winner of each division will receive a trophy.  The winner of
the post-season tournament, the runner-up and 3rd place teams will each receive a trophy.

Section 4        To be eligible for post-season play, players must have played in the minimum
number of games based on the number of scheduled games.
Member, spouses and grandfathered players must play in 1/3 of the regular
season games.
Prospective member, non-members and exceptions must play in 1/3 of the regular season game

Section 5        Playoff tournament rules will follow NSA rules with the following additions:
1.        Any team caught using an ineligible player will forfeit the game (s) in which the ineligible player participated.
2.        The higher seeded team is the home team until only two teams are left in the tournament.  In the championship, the team from the winner's bracket is the home team for the first game.  If there is a second game, the winner of the first game becomes the home team.

ARTICLE XV - AMENDMENT(S) TO OR REVISION OF CVCSL RULES

These By-Laws may be amended/revised at any regular or special CVCSL meeting between September and March, inclusive, by a majority vote of the Board.  No majority = no change. 

ARTICLE XVI - INTENT OF THE BY-LAWS RULES

It is the intent of these By-Laws and Rules to serve as guidelines for providing an enjoyable fellowship of spirited competition within a spiritual context.  It is not the intent of these By-Laws and Rules to attempt to address every situation or potential exception, but rather to promote a positive attitude and provide a mechanism to resolve issues as needed.

If your concern is to find loopholes or ways to circumvent the rules, then perhaps CVCSL is not the appropriate league for your organization.
